Workshop on Track Access Charges

Regulatory bodies have powers to intervene in track access charges and to ensure a fair calculation of direct costs. Regulators should enforce these powers and RUs should raise their concerns directly to the regulators.

Infrastructure Managers are obliged to reduce costs and track access charges. Improved transparency and proper enforcement of this legal obligation is needed.
