ERFA supports the inclusion of a strong reciprocity clause in the PSO regulation. ERFA believes this will push forward the opening of the domestic rail market, putting pressure on Member States who have not yet opened up their own markets, but whose operators benefit from the opening of other Member States' passenger markets.
